Satyendra Dubey
1973–2003 · Exposing highway-contract corruption, India
A project director with the National Highways Authority of India who wrote to the Prime Minister's Office in 2002 detailing systematic corruption and contractor-politician nexus in the Golden Quadrilateral project — explicitly requesting anonymity. His name leaked, and he was shot dead in Gaya in November 2003. The national outrage forced the government's 2004 Whistleblowers Resolution. India's whistleblower-protection debate starts with his murder.
The pursuit
- Documented bid-rigging and quality fraud on the Golden Quadrilateral from inside NHAI.
- Wrote a detailed, evidenced letter to the PMO requesting that his identity be protected.

- His murder forced the 2004 Public Interest Disclosure (Whistleblowers) Resolution.
- Led, after years of activism in his name, to the Whistle Blowers Protection Act (2014).
