An intelligence contractor who revealed the scale of global mass-surveillance programs — PRISM, bulk metadata collection, and cooperation frameworks the public had never debated. Charged under the Espionage Act, granted asylum in Russia, later citizenship. Courts later ruled parts of the exposed programs unlawful; intelligence agencies maintain the leaks damaged operations.

The pursuit

Copied a cache of NSA documents in Hawaii in 2013 and flew to Hong Kong to meet Guardian and Washington Post journalists.
Insisted on responsible redaction — names of operatives withheld, unlike later dump-style leaks.
Accepted permanent exile rather than a trial he argued could not be fair under the Espionage Act.

The impact

The USA Freedom Act (2015) curbed bulk domestic metadata collection.
A federal appeals court ruled the telephone-metadata program unlawful in 2020.
Mainstreamed end-to-end encryption — every major messenger hardened after 2013 partly because of him.
